Delhi assembly resolves to reinstate Old Pension Scheme inlieu of Nation Pension System
The AAP government of Delhi n lawmakers have on 26th November adopted a resolution in the Delhi Assembly with the copies of the same sent to the union minister of Personel, Public Grievances and Pensions including the Deputy Chief Minister of Delhi Manish Sisodia drawing their attention to abolish the National Pension System and reinstate the Old Pension Scheme in order to benefit lakhs of governments servants of Delhi as well as other states of the country.
According to the copy of the resolution signed by the Secretary ( Legislative and accounts C. Velumurugan and Deputy Sectetary Sunil Dutt Sharma with copies sent to Lt. Governor Delhi, Chief Secretary, Delhi, Principal Secretary Services n the Additional Secretary to the CM of Delhi the resolution resolves to urge upon the BJP led NDA government to scrap the National Pension System with immediate effect and bring all the government employees working under the NCT of Delhi under the purview n jurisdiction of the of the Old Pension Scheme in order to restore to them the entire benefits of the Old Pension Scheme wherein the fair and legitimate pension benefits are disbursed to them from the Consolidated Fund of India so that the dedicated work force of the government of NCT of Delhi and their families will be able to lead their lives with the sense of security and dignity.
The resolution further adds that it also resolves to urge upon the Government of India to replace NPS with the Old Pension Scheme and benefit the government servants of the centre as well as the other states too in consonance with the employees of the govt of NCT Delhias resolved in the Delhi Assembly.
As per the resolution passed in the Delhi Assembly on 26th November in its special session it resolved that taking note of the anti people National Pension System imposed by the NDA government on government servants in 2004 which was further sustained by the UPA- 1 n 2 and now the Modi government it urges upon the BJP led NDA government to replace the NPS with the Old Pension Scheme in order to benefit the Delhi government employees n their families to lead their dignified lives.
According to the resolution unlike the Old pension Scheme the NPS does not give any guarantee to the employees either for assured returns on investments or for minimum pension.
In addition it also does not provide for the family pension or any other type of social security. There is no provision of loans during the time of dire need for the pensioners nor does it provide adequate option to withdraw maximum amount required during medical emergencies.
In addition says the resolution that it also imposes draconion restrictions on withdrawal from pension funds apart from allowing insurance companies to exploit employees by way of forcing them to buy annuity for minimum of ten years even after retirement which runs contrary to the erhos of welfare state as enshrined in the constitution.
The resolution also mentions that the NPS at times leaves the employees at the mercy of volatile markets and forces that have notoriously been manipulating the markets.
