The significant issue of making the capital of Uttarakhand inside the interior hills known as GAIRSAIN in order to enable shifting of the entire bureaucratic and political machinery of the 18 year old state from Dehradun to Bharadisain, Gairsain where the new assembly secretariat has already been constructed and initiate the process of decentralised socio political, economic, agricultural, educational, health and infrastructural development has now shifted to Delhi where good number of intellectuals, leaders of various regional political outfits and left ideology including journalists and social activists from the hills gathered at NEW DELHI’s Gandhi Peace Foundation on 19th May and deliberated on the issue threadbare to further give it a more concrete and influential character so that the government of the day at the centre and in Uttarakhand under Trivendra Singh Rawat could be compelled to accept this long pending demand ultimately making it a reality.

Prominent amongst those present on this ocassion to address the seminar on the topic titled : GAIRSAIN KE ALOK MEIN PAHAAD KE SAWAAL AUR UNKA SAMADHAAN’ ( Burning issues of hills under the influence of Gairsain and their possible resolution,”) were eminent literateur, writer and thinker Pankaj Bisht, Prominent CPI(Ml) leader Indresh Maikhuri, national spokesman of AAP Harish Awasthi, eminent writer Ram Swaroop Verma, renowned journalist and activist Charu Tiwari, veteran journalist and editor of a popular newspaper Nainital Samachar, Sr journalist of NDTV HRIDAYESH JOSHI, journalist Mohit Dimri, eminent movement activist, relentless fighter and leader of Uttarakhand Parivartan Party PC Tiwari, sr journalist Umakant Lakhera etc.

Majority of the speakers were extremely annoyed and angered due to the anti people attitude of the successive governments, particularly the present one who is deliberately trying to ignore this protracted peoples’ demand despite having got the resounding majority at the centre as well as the state.

They said it unambiguously exhibits the incumbent government’s anti people posture who had been assuring the electorates of the state of fulfilling this demand while they were in opposition and seeking votes during the last years assembly election.

The speakers said that unless Gairsain is not made the permanent capital of the state, the over all development of Uttarakhand which is currently lop side could not be decentralised which is the actual crux of Uttarakhand’s overall prosperity and development.

Blaming the current and the previous governments of Congress and BJP solely responsible for the increasing exodus of the village population to cities, towns and metropolises, the speakers said that reverse migration and overall progress of the state can only be executed if the capital is permanentally shifted to GAIRSAIN from Dehradun where the unholy nexus of the corrupt bureaucrats, politicians, contractors and land n mining mafias is allegedly running the show thus leading the state to a staggering fiscal deficit of about 44000 crores which once used to be merely 6400 crores.

The speakers dwelt on the need to improve the educational, health, agricultural, horticultural, industrial and employment generation sectors of the state and said that these objectives could only be achieved if the state adopts the decentralised developmental policies from inside the hills for the benefit of the people of Uttarakhand who’d actually struggled relentlessly and sacrificed 46 lives to achieve statehood.

The leaders and the audience collectively pledged to relentlessly struggle on this issue in the near future and organise a massive rally in Delhi to add momentum to the ongoing movement of Gairsain in Uttarakhand, finally making it a reality.

It may be recalled that the recent budget session held in Gairsain in the month of March witnessed tremendous rallies, protest demonstrations and courting of arrests by thousands of people demanding Gairsain getting a widespread medua coverage but the government of Trivendra Singh Rawat was hardly moved and did’nt spoke a single word about Gairsain during the budget session which clearly speaks of the fact as to how much anti Gairsain is this government whose leaders like Ajay Bhatt have been assuring the people of the state from horses mouth about fulfilling Gairsain capital demand once they achieve power in the state.
